Also present: The Clerk Mike Elliott and one member of the public. 213/7] APOLOGIES were received from Couns. Alex McKee and Dennis Hackett. 214/7] DECLARATIONS OF INTEREST There were none. 215/7] MINUTES FROM PREVIOUS MEETING held on May 29, 2007 were accepted as presented and signed by the chairman. Members did not endorse a written suggestion from Coun. Hackett that a decision had been made to sell the village History Book for £4 and felt it should be sold at the original asking price of £5 and only at £4 by agreement for a special purpose. 216/7] CLERK’S REPORT There was no word yet from the Police in connection with meeting them to be told of their new ‘Policing for You’ scheme. The Notts County Council scheme to improve Browns Lane / Stanton Lane corner was now being worked on. 217/7] CORRESPONDENCE Rushcliffe Borough Council advised of the launch of their Small Environment Improvement Schemes Programme for 2007/2008. The council felt that a project to replant a now disappeared hedge on Thurlby Lane should be put forward. Coun. McKee was to be asked if he could confirm the owner of the land concerned so that permission could be obtained. Rushcliffe Borough Council advised that the response to their Corporate Strategy survey had been much greater than expected and as a result their finished document was being delayed. Nottinghamshire Rural Community Council and Nottinghamshire Association of Local Councils advised of suggested new training opportunities for members and it was agreed the list be circulated for members to comment on. Nottinghamshire Association of Local Councils gave notice of their Annual General Meeting for Monday October 29, 2007 at Brackenhurst College, Southwell. Rushcliffe Borough Council confirmed that the council had been included in their Nottingham Evening Post advertisement to confirm the new Code of Conduct had been adopted. Nottinghamshire County Council gave details of their 2007/2008 Building Better Communities programme. It was decided not to put any suggested scheme forward to allow the existing one to be completed. The Society of Local Councils gave notice of their East Midlands Regional Conference at Quorn on Thursday July 19, 2007 and it was agreed to meet a portion of the clerk’s fee to attend. The meeting agreed that Rushcliffe CVS should be advised that their newsletter was required in printed form and not by email. 218/7] PLANNING MATTERS Planning Applications 07/00991/OUT L A and A D McLaren; Erection of agricultural dwelling house; OS Field 6445, Browns Lane. Refuse Permission 219/7] VILLAGE AMENITIES / ENVIRONMENT The chairman raised the matter of the council newsletter distribution and said it appeared that for the most recent issue there had been problems and that a good number of the copies had not been delivered. Coun. Goodman agreed to talk to former councillor Alan Jackson to ascertain from him what the arrangements for delivery via the Keyworth newsletter were. Further complaints have been received from residents on the question of cars parked on grass verges on Melton Road and Coun. Goodman raised the condition of the designated footpaths and said these were overgrown. A request was to be made to the County Council for road signs in the village to be cleaned, particularly the Village name sign on Melton Road. That one also needed repairing, it having been damaged. Comment was also made on the condition of the road side footpaths, some being almost overgrown with weeds. Coun. Butler said there was need to clean a road drain near to his home on Melton Road and it was agreed a letter be sent to the Notts County Council Highways Department. The chairman said she had reported the need for refurbishment of the telephone kiosk on Melton Road and a promise had been given that reglazing work would be carried out. The clerk was asked to follow the matter up. It was agreed the clerk write to the owner of a property on Browns Lane where trees from the garden were overhanging onto the pavement and causing pedestrians to have to go on to the road. An item about overgrown hedges and trees was to be put into the next newsletter. A letter was also to be sent to the owner of the untidy area of land on Thurlby Lane with a request it be tidied. Concern was expressed on the standard of grass cutting near the village sign but members agreed that the exceptional wet weather being experienced was at least part of the reason. 220/7] PARISH COUNCIL SOCIAL EVENT The chairman offered to make her home and garden available for a council barbecue on Sunday August 19 at 4pm and said the plan was to have a BBQ in the garden but if raining it would still be possible with a menu adjustment to be indoors. She would provide the food and a glass of Pimms. The cost would be approximately £10 per person. Members welcomed the idea. 221/7] THOMAS OUSLEY CHARITY Confirmation was received from the Charity Commission that it was in order for Coun. Mrs Healy to be a member of the Thomas Ousley Charity as well as chairman of the council and there was no reason to make any changes to the existing makeup of the Trustees. 222/7] 2007/2008 PROJECTS AND IDEAS The chairman raised the question of cleansing of the war memorial sited in the churchyard. Coun. Baines said he would investigate who had cleaned the front side of the memorial. The replacement of the Thurlby Lane hedge was to proceed. A suggestion was made that a properly drawn up map of footpaths in the parish would be a useful amenity and for these to be put on display in the notice boards and reprinted in the newsletter. Couns. Sheriston and Goodman offered to undertake the initial work. 223/7] FINANCIAL MATTERS The accounts were approved for payment as per the schedule. 224/7] NEXT MEETING The date of the next meeting was arranged for September 12. 225/7] PUBLIC SESSION The question of the progress being made on the imposition of the new speed limit on Melton Road was raised and the clerk was asked to ascertain the current position. The meeting closed at 9.15pm. |
