Minutes of a meeting of STANTON ON THE WOLDS Parish Council held on Wednesday March 14, 2007 at 7.45pm at the Parish Church Couns. Dennis Hackett (Chairman) Mrs Margaret Healy (Vice-chairman) Roy H Butler Bryan Baines Alan Jackson Jim E Goodman Alex McKee In the absence of the clerk Mike Elliott, Boris Stefanov from his office was in attendance to minute the meeting. Mr and Mrs Hunt were also in attendance for the presentation of the proposed parish council web-site. 178/7] APOLOGIES were received from the clerk Mike Elliott. 179/7] DECLARATIONS OF INTEREST Couns. Mrs Margaret Healy, Bryan Baines and Roy Butler declared an interest in the item concerning funding towards the maintenance of the churchyard at All Saints Church, Stanton on the Wolds. 180/7] MINUTES FROM PREVIOUS MEETING held on January 18, 2007 were approved and signed after it was agreed to delete the words “prior to delivery” from the penultimate paragraph in Minute 174/07. 181/7] CLERK’S REPORT The clerk reported that newcomers’ letters have been supplied to the chairman, who reported that two new residents of the village have already received their welcome packs, including a letter and a history book. 182/7] PROPOSED WEB-SITE Local residents Mr and Mrs Val and Alan Hunt were in attendance to update the parish council on their progress in regard to the parish council web-site. Mr and Mrs Hunt carried out an on-screen presentation of what had already been put on the proposed site, including a home page, with links for Councillors, Annual Report 2005/2006, Planning Applications, Local Groups and Societies, Recent Crimes and Neighbourhood Watch. Members were advised that Mr Hunt would be the webmaster and details were given as to the cost of the site. A domain name “gov.uk” registration would be at the price of £117.50 for the duration of two years, with the renewal after that at the cost of £65 for a further two years period. It was agreed to go ahead with the project with the final decision on the design and content being left to the Chairman, Coun. Dennis Hackett, Coun. Mrs Healy and Mr and Mrs Hunt. In general the web-site received very positive reviews from members and Mr and Mrs Hunt were congratulated on their enthusiasm and thanked for their efforts. It was hoped that the web-site would go live in May. 183/7] CORRESPONDENCE A circular letter from Rushcliffe Borough Council was received on the question of a consultation being carried out on Borough improvements and it was agreed it be placed in the circulation envelope for members to study. An interactive disk and a letter on the subject of Draft Rights of Way of Improvement Plan was received from Nottinghamshire County Council and it was placed in the circulation file for members to have the opportunity to read at home and then to see if they wish to make any comment. Nottinghamshire County Council wrote concerning the proposed Traffic Regulation Order on A606 Melton Road advising that the parish council objection to the Order would be now reported to the Cabinet Member for Environment. Coun. Butler told the meeting the Rushcliffe Borough Council officer dealing with the matter has given support to the parish council in regard to the scheme and concerted efforts were being made to change the views of the County Council. Rushcliffe Borough Council offered the provision of legal services in regard to conveyancing. Assurance was given by Rushcliffe Borough Council in regard to their Recycling2go service in that they did not have plans to start charging for refuse collection. A letter was received from Rushcliffe Borough Council advising there were two Tree Preservation Orders in Stanton on the Wolds, one located to the West of Thrulby Lane, the second one at Roundhill Spinney, off the A46. It was agreed for an item on the subject be placed in the next newsletter. 184/7] PLANNING MATTERS Planning Applications There were none. Rushcliffe Borough Council Decisions 06/02022/FUL Mr Singh; Two storey side and rear extensions, dormer windows, detached garage; 61 Stanton Lane. Grant Permission 06/02099/FUL Chris Poullett; Two storey rear extension; Ivy Cottage, 126 Melton Road. Grant Permission 185/7] REPORTS FROM OUTSIDE ORGANISATIONS Coun. Mrs Healy advised the meeting that it was possible to change the purpose of the Reverend Thomas Ousley’s Charity should its Trustees decide to do so. It was agreed that this was a matter for the Trustees and not the parish council. 186/7] VILLAGE AMENITIES / ENVIRONMENT The Chairman, Coun. Dennis Hackett, reported he was happy with the effect signs at the footpaths to the Golf Club were having. He reported that two waste bins had been installed on Thurlby Lane. The Clerk was asked to request from Nottinghamshire County Council to arrange for a street cleansing vehicle to attend gutters on all highways in the village including Browns Lane, Melton Road and Stanton Lane. Coun. Jim Goodman reported that the phone boxes on Melton Road and Willow Brook have been vandalised, the latter one having its windows smashed, and the clerk was asked to contact British Telecom to arrange for any necessary repairs. An item was agreed to be included in the newsletter to request residents and their visitors to refrain from parking their vehicles on the grass verges and pavements on Melton Road, as this was an offence. Wording was agreed for a mention to be made in the same publication on the question of wheelie bins, to say a number of residents were leaving their bins on the front boundaries of their properties and would they consider moving them somewhere where they would be unsighted. 187/7] FINANCIAL MATTERS The accounts were approved for payment: A request was received from All Saints Church, Stanton on the Wolds for a grant to be made towards churchyard maintenance and it was agreed funding be made available comprising of 50% of the cost for the current year. A contribution would be considered on an annual basis on request from the Parochial Church Council. The clerk was asked to investigate concerns expressed by members in regard to residents being charged 3% more on their council tax for 2007/2008 although the parish council’s precept for the year in question remained the same as in the current financial year. 188/7] HISTORY BOOK The Chairman updated the meeting that sales stood at 209 copies, a total income of £1045. 189/7] PARISH ELECTIONS MAY 3 The clerk has displayed election notices and nomination papers have been sent to all existing members. They were reminded that nominations had to be returned to Rushcliffe Borough Council between March 27 and 12 noon on April 4. 190/7] NEXT MEETING The Annual Parish Meeting would take place on Wednesday May 9 at 7pm, to be followed by the Annual General Meeting of the parish council at 7.30pm, when a new chairman would be elected, as Coun. Hackett advised members he would stand down to give someone else the chance to take the post. An Annual Report would be produced by the Chairman, Coun. Hackett, and would be distributed on April 26 with the next parish council newsletter. 191/7] PUBLIC SESSION There were no members of the public present. Before the end of the meeting it was agreed a welcome card be sent to the new Rector of the Parish Church.
