Minutes of a meeting of STANTON ON THE WOLDS Parish Council held on Wednesday September 10, 2008, at 7.30pm at the Parish Church Couns. Mrs Fiona Mason (Rushcliffe Borough Council) and one member of the public. 312/8] APOLOGIES were received from Coun. John Cottee (Notts County Council). 313/8] DECLARATIONS OF INTEREST There were none. 314/8] MINUTES FROM PREVIOUS MEETING HELD ON JULY 9, 2008, were accepted as presented and signed by the chairman. 315/8] CLERK’S REPORT FROM PREVIOUS MEETING The council needed to consider whether or not its Standing Orders required updating. Copies of the existing ones were handed to members with the suggestion they be looked at prior to the next meeting and for the document then to be confirmed or otherwise at that time. 316/8] CORRESPONDENCE It was agreed that a request be made to the Nottinghamshire County Council Building Better Communities scheme for an improved access to the parish church on Browns Lane. No action was to be taken on a letter from Community Environmental Action Projects in respect of their service for disabled access surveys for parish/town councils. Rushcliffe Borough Council advised they had now been graded as ‘excellent’’ in the 2008 Audit Commission survey. Nottinghamshire County Council responded to a request from the council for a traffic calming scheme on Thurlby Lane but said they could not finance such a project, citing the fact there had been no injury accident there during the last three years. Nottinghamshire Association of Local Councils gave notice of their Annual General Meeting on November 19 at Epperstone Village Hall. A request from Vitalise for financial assistance for the Winged Fellowship Home at Holme Pierrepont was not approved. Nottinghamshire Branch of Campaign to Protect Rural England advised of a new award in The Valerie Gillespie Cup for environmental projects. No suggestions were made for it. The Rushcliffe Borough Council Parish Chairman and Clerks Civic Reception would not be held in its normal form this year but would take place in February next year. It was agreed there was insufficient time to participate in the Macmillan Cancer Support World’s Biggest Coffee Morning on September 26. A request from the Sherwood Foresters Regiment for assistance towards the erection of a memorial in Belgium was approved and a grant of £15 agreed. Rushcliffe Borough Council advised of new ward profiles for the Borough. Coun. Mrs Mason said she had looked at the report and had made a few corrections. Rushcliffe Borough Council gave notification that applications under the Licensing Act 2003 would in future be passed on to parish councils and elected members for information. J E and G H Duck advised that the charge for picking up after their grass cutting work at Browns Lane / Stanton Lane corner would increase the price by £15 per visit. The council confirmed action by the chairman in telling them the full exercise needed to be undertaken for at least the first two cuts each season. Coun. John Cottee said he had received confirmation that speed checks would be taken in the parish and Coun. Butler said these had already occurred. It was felt there was little advantage for the council to be a member of the Association of Nottinghamshire Newsletters and it was agreed to discontinue membership. Allianz Insurance had confirmed insurance cover for the council guided walk event. It was decided not to attend the Rushcliffe Borough Council Planning Seminar on September 17 as the programme was orientated towards those villages with parish plans. Mr Paul Spillane acknowledged receipt of the village history book he had been given as a new resident in the village. 317/8] PLANNING MATTERS Rushcliffe Borough Council Applications 08/01091/FUL Mr Robinson; Detached garage and store, enclose previously approved canopy to form lounge, add dormer to existing garage; 5 Melton Road. The application has been withdrawn. 08/01290/FUL DNS Property Developers; Erect detached house following demolition of existing bungalow, detached double garage (revised scheme); 178 Melton Road. No objection 08/01324/FUL Metronet Rail Ltd; Upgrading and electrification of the railway test track and related works including testing of electric trains with 3rd and 4th DC power and temporary installation of signalling system. Variation of the condition to planning permission 02/01368/VAR to allow increased frequency of passes from 4.5 per hour to 12 passes per hour averaged across any working day on the upgraded section of track only (re-submission); Railway Test Track Crossing, Station Road, Upper Broughton. No objection 08/01344/FUL Mr Burnside; Extensions to front elevation to create ground floor entrance porch with study landing to first floor; 46A Stanton Lane. No objection 08/01403/FUL Mr Eric Jackson; Proposed conversion of barn to dwelling, erect detached double car port / cart shed and ground source heating (revised scheme); Laurel Farm, Browns Lane. The council did not object but asked for a condition to be imposed that the access to Glebe Farm should not be impeded at any time. Rushcliffe Borough Council Decisions 08/01112/FUL Mr and Mrs McIntosh; Erect dwelling; 143 Browns Lane. Grant Permission 08/01169/AGRIC P and J Guthrie; Erect agricultural implements and silage bale store building; Lodge on the Wolds, Fosse Way. Permitted Development 08/01290/FUL DNS Property Developers; Erect detached house following demolition of existing bungalow, detached double garage (revised scheme); 178 Melton Road. Grant Permission 08/01344/FUL Mr Burnside; Extensions to front elevation to create ground floor entrance porch with study landing to first floor; 46A Stanton Lane. Grant Permission. Members discussed the method of dealing with planning applications and were to consider at the next meeting whether or not a sub-committee be formed to deal with them. 318/8] VILLAGE AMENITIES / ENVIRONMENT Remembrance Sunday: Coun. Butler offered to again lay a wreath on behalf of the council. Date for publication of Parish News: The clerk said a copy could be ready by September 24. Archiving of parish council material: Currently it was felt by the clerk there was no urgent need for any to be carried out. Accounts were retained as required for ten years and then destroyed. Planning applications were kept for a year. Speedwatch Volunteers: A plea was to be made in the next newsletter. The chairman had spoken to Insp Francis Meylan in regard to arranging the necessary training. Rushcliffe Borough Council Parish Planting and Landscape Scheme: An application has been submitted to Rushcliffe Borough Council for a scheme for daffodils and other shrubs for planting near the village sign and elsewhere. Village Walk: Because of inclement weather this had had to be cancelled. It was agreed it would be staged in the Spring of 2009. 319/8] FINANCIAL MATTERS Members authorised payment of the accounts as per the schedule presented. 320/8] PUBLIC SESSION No matters were raised. 321/8] NEXT MEETING The date of the next meeting was confirmed for November 12th 2008 |
