Minutes of a meeting of STANTON ON THE WOLDS Parish Council held

on March 11, 2009, at 7.30pm, at the Parish Church, Stanton on the Wolds

351/9]  APOLOGIES were received from Coun. Mrs Margaret Healy and Coun. Mrs Fiona Mason (Rushcliffe Borough Council).

352/9]  DECLARATIONS OF INTEREST There were none.

353/9]  MINUTES FROM PREVIOUS MEETING HELD ON JANUARY 14, 2009, were accepted as circulated and signed by the chairman.

MINUTES OF PLANNING COMMITTEE HELD ON JANUARY 30, 2009, were accepted and referred to the Planning Committee for signing.

354/9]  CLERK’S REPORT FROM PREVIOUS MEETING

Newsletter: The clerk said he had prepared a newsletter but it had not been returned to him from the chairman. It was agreed that there should not be an issue published until shortly before the Annual Parish Meeting in May.    

355/9]  CORRESPONDENCE

Nottingham University Hospitals Foundation Trust, gave notice of a Public Consultation meeting on March 12 at Notts County Football Club ground. An email letter from Mrs Janet Baines raised various items and these were to be dealt with under environment.

Coun. Roy Butler gave details of the dualling of the A46 road with it being confirmed work had started on the scheme. Rushcliffe Borough Council reminded the council that an account was needed before the end of the month for the Parish Planting and Landscape Scheme 2008/2009. The chairman said Coun. Mrs Healy had ordered the bulbs.

Nottinghamshire Association of Local Councils gave details of a training event for councillors and clerks at Thurgarton on March 24. The clerk said he would be attending. Newark and Nottinghamshire County Show asked for an advertisement in the next newsletter and it was agreed this be accepted.

Alan Hunt confirmed he would give a short website presentation at the Annual Parish Meeting. The Agency for the Legal Deposit Libraries confirmed they had copies of the recently published village History Book on deposit. 

Rushcliffe Nature Conservation Strategy Implementation Group gave details of their Annual General Meeting on April 21 at Rushcliffe Country Park. Rushcliffe Borough Council gave an update on the structure of their Environment and Waste Management Service. Rushcliffe Borough Council gave details of two meetings they were holding in respect of the national Greening Campaign.

356/9]  PLANNING MATTERS

Planning Applications

08/02197/FUL   Mr and Mrs McIntosh; New single storey dwelling; 143 Browns Lane. No objection but comments had been raised in connection to the retention of a sycamore tree, despite its close proximity to the proposed dwelling, the incompatibility of a post and rail fence with neighbouring properties, whilst the need for an integral garage had been questioned when there was a five car garage on-site already.

08/00370/FUL   Mr and Mrs McIntosh; Extension to garage to form granny annexe; 143 Browns Lane. Object on the grounds of an inappropriate development for the Green Belt. It could have been incorporated into the property already given permission on the site.

357/9]  VILLAGE AMENITIES / ENVIRONMENT / DAFFODIL AND OTHER PLANTING / VANDALISM / MELTON ROAD TELEPHONE KIOSK / MELTON ROAD RUBBISH DUMPING / CHURCHYARD GRASS CUTTING

It was reported that the first of the daffodils planted were now coming through. There had been incidents of vandalism reported. Discussion on the future of the two telephone kiosks took place. It was felt there was no purpose in staging an effort to retain them. Continuing vandalism was occurring. The kiosk on Melton Road was not in working order because of the damage. Coun. Baines said he would have wished them to be retained.

It was agreed that all residents on Melton Road be asked to keep their frontages free of litter. It was reported some did already but others did not. An item was to be included in the newsletter. 

The meeting was told that it was likely the church would not require future funding for the cost of grass cutting in the churchyard. The clerk said no request had been received for the current year. The clerk was asked to write to the residents at 126 Melton Road to ask them to tidy up their frontage.

 359/9]  SPEED WATCH GROUP 

Coun. Goodman said a successful meeting had been held with Insp. Meylan and training given to a good number of volunteers. The possibility of use of the Tollerton unit was still being investigated, otherwise the unit held at Bingham Police Station would be used.

360/9]  STANDING ORDERS

Members had been given a copy by the council chairman. It was agreed they should be studied by members and discussion take place on them at the next meeting.

361/9]  AFFORDABLE HOUSING          

It was confirmed Midlands Rural Housing had been advised the council did not wish to see a scheme proceeded.

362/9]  WEBSITE UPDATE

Alan Hunt was thanked for his continuing work on the website. He was to be asked to advise the council on the number of hits made on the site.

363/9]  NEIGHBOURHOOD WATCH

It was confirmed the council would meet incidental costs of the organiser. Petrol claims would be at the rate of 35p per mile.

364/9]  ARRANGEMENTS FOR ANNUAL GENERAL MEETING

The meeting would be held on May 13 and would begin at 7.00pm. The Annual Parish Meeting would also be held on the same night and would start at 7.45pm. The clerk reminded the council alcoholic drinks were not permitted at a meeting of the council.

365/9]  PUBLIC SESSION No matters were raised.

366/9]  AGENDA ITEMS FOR NEXT MEETING

Members were invited to suggest further items for discussion at the next parish council meeting. No items were put forward.

The press and the public were excluded from the meeting during consideration of the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in Section 1 (2) of the Public Bodies (Admissions to Meetings) Act 1960.

367/9]  CLERK’S SALARY

The clerk left the meeting while members discussed the position of his salary.

A discussion took place on the clerk’s salary and members agreed that the payment for the current financial year from April 1, 2008, should be at the Spinal Column Rate of 21 under the national agreement. 

 

There being no further business the meeting closed at 9.02pm.
