Minutes of a Meeting of STANTON ON THE WOLDS Parish Council

held on Wednesday September 12th 2007 at 7.30pm at the Parish Church

228/7]                MINUTES FROM PREVIOUS MEETING held on July 11, 2007 were accepted as presented and signed by the chairman. 

229/7]                CLERK’S REPORT

The clerk updated members on the Notts County Council Building Betters Communities scheme for the Browns Lane / Stanton Lane and said a site meeting was to be organised by County Council.

A report was given by the clerk on his attendance at the SLCC full day conference at Quorn attended by 75 clerks from four counties and when the new Code of Conduct had been thoroughly discussed.  

230/7]                CORRESPONDENCE

A letter from Black and Veatch, working on behalf of the Environment Agency, sought details of any flood problems in the parish. The clerk was to respond by saying there were no such problems in the parish. A letter was received from Notts County Council concerning the threat of closure of 2500 nationwide post offices. It was agreed to write to say that it was felt to be important by members that the main Post Office at Keyworth be retained as it served a good number of surrounding villages, particularly because bus routes coming into the village assisted smaller parishes where no Post Office facilities existed including Stanton on the Wolds.

Nottinghamshire County Council wrote in regard to the proposed 40mph speed limit on A606 Melton Road and 30mph speed limit on Browns Lane and said the scheme as originally outlined would proceed with no extension of the restricted area, although they had agreed to implement other measures including better signing to highlight dangers on the two roads.

Hacker Young advised of the conclusion of the council Audited Annual Return for the year ending March 31, 2007 and had no points to raise. Nottinghamshire County Council wrote in regard to the council request for improved service from them on such items as work on pavements and pathways and cleaning road signs. The clerk was asked to respond by saying the work had not been done despite the promise it would take place in August.

Rushcliffe Community Partnership wrote in regard to a new venture involving the offer of assistance with work by the Community Service organisation. The clerk was to ask if this could include clearing ditches of rubbish. Rushcliffe Borough Council were to be told there was felt to be no reason currently for any dog control orders in the parish.

07/01401/FUL   Mr Walsh and Ms Scudamore; Erect 1.7m high timber fence and gates to road frontage; 108 Melton Road. No Objections

07/01497/FUL   Mr Patrick; Conservatory to rear; 33 Melton Road.  No Objections

07/01595/FUL   Mr and Mrs Lamb; Single storey rear extension, detached double garage to front; 147 Browns Lane.      The council objected to the re-siting of the garage and supported the objections of the neighbours at 149 Browns Lane.

07/01628/FUL   Mr Harris; Extension to roof to form gables to front and rear (to form accommodation in the roof space); 140 Melton Road. Object. The council supported the immediate neighbours in their objections to the plans.

07/01062/FUL   Mrs Kirk; Single storey front, side and rear extensions, increase roof height to facilitate loft accommodation; Rowan Lodge, Thurlby Lane.  Grant Permission

07/01163/FUL   DNS Ltd; Construction of new dwelling and garage on site of existing bungalow; 178 Melton Road. Refuse Permission

232/7]                VILLAGE AMENITIES / ENVIRONMENT

The need for further requests to BT for repair work on the telephone kiosk on Melton Road was discussed and the clerk to again contact the appropriate office. Coun. Baines said the phone itself was now not working.

Coun. Goodman said they were still investigating the arrangements for delivery of the council newsletter. He was not aware of why the recent delivery had hit problems.

233/7]                REQUEST FROM THREE MEMBERS FOR RE-CONSIDERATION OF THURLBY LANE HEDGE PROVISION

Under Standing Order No 8 the council agreed to re-visit the item concerning planting a hedge on Thurlby Lane. It had been decided at the previous meeting to proceed with the scheme. The chairman reported strong opposition from a number of people to the hedge being replanted although it was also pointed out there was strong support for it as well. No firm decision was taken on the future action of the council in regard to the matter but the clerk was asked to investigate the position of funding for such a scheme.

234/7]                HISTORY BOOK

Coun. Hackett reported that the income for book sales as at September 1 was £1054, representing a total of 212 books sold, with 206 at £5 and 6 at £4. It was agreed by the council that the books should remain on sale at the original price of £5. The council agreed the chairman should donate a copy of the book to Bromley House private library.

235/7]                FOOTPATHS CONDITION AND MAP

Coun. Goodman reported work was still in progress on the production of the map and he hoped to have it ready for presentation to members at the next meeting.

236/7]                CLEANING OF WAR MEMORIAL

The clerk reported the council had a power to fund work on a war memorial in a church or churchyard under the 1972 Act section 214. The chairman reported advice she had received in that the cleaning of the memorial was not necessary. It was agreed that the lettering be re-gilded and the clerk was asked to organise the work. The parish church were to be informed of the intended work.

237/7]                VILLAGE WEB SITE

Coun. Hackett said he understood from Alan Hunt there was still extensive use of the web site with hits to it from many parts of the world. He was aware an item on its use would appear in the next newsletter.

238/7]                FINANCIAL MATTERS

The accounts were approved for payment as per the schedule.

239/7]    NEXT MEETING

The date of the next meeting was confirmed for November 14 at 7.30pm.

240/7]    PUBLIC SESSION

Coun. Roy Butler offered to lay the wreath on behalf of the council at the annual Remembrance Service. The clerk would organise the purchase of the wreath from the Royal British Legion.
