Minutes of a Meeting of STANTON ON THE WOLDS Parish Council held

on Wednesday July 13, at 7.30pm, at the Parish Church, Stanton on the Wolds

Also in attendance: The clerk Mike Elliott, Coun. Mrs Fiona Mason and two residents.

1]            Apologies were received from Coun. Richard Whitby.

2]            Declarations of Interest There were none.

3]            Minutes from previous meeting held on May 11, 2011, were accepted as circulated and signed by the chairman.   

4]            Clerk’s Report from Previous Meeting There was nothing to report.

5]            Correspondence

Nottinghamshire County Council and Scott Wilson wrote in regard to a proposed 7.5T Environmental Weight Limit scheme for Plumtree and Keyworth, and members noted the information.

Nottinghamshire County Council footpaths officer Jane Baines reported a dog fouling complaint on Bridleway No 3 – opposite Browns Lane. Members asked for information as to the exact whereabouts of the problem and the clerk was to seek that.

A letter was received from Mrs Janet Baines in regard to the footpath leading from Browns Lane to the railway bridge and said because of overgrowth it was impossible to safely walk it.

Rushcliffe Borough Council advised it was to cease sending out paper copies of the planning application decisions, saying those would be sent by email to the clerk. It was expected it would be the forerunner to a similar withdrawal of paper planning application documents.

Rushcliffe Community and Voluntary Service wrote to give acknowledgment of the council grant towards its transport scheme.

11/00549/FUL; Extension to provide double garage (revised scheme); Willow View, 6 Charleswold Court, Thurlby Lane. No objection

11/00690/FUL; Conversion and extension of outbuildings to form 4 dwellings and a commercial unit, single storey side extension and detached double garage to Highthorne Lodge, Melton Road. The council felt the plans were a considerable improvement on the current state and had no objections.

Rushcliffe Borough Council Decisions

11/00585/VAR; Variation of condition 2 on planning permission 08/01324/FUL relating to operating hours and number of train passes; Railway Test Track Crossing, Station Road, Upper Broughton. Refuse permission with reasons.

11/00547/FUL; Two storey rear extension and new vehicular access; 144 Melton Road. Grant Permission

11/00641/FUL; Single storey rear extension and porch, conversion of attached garage to living accommodation; 147 Browns Lane. Grant Permission

 7]         Village Amenities / Environment

The meeting discussed the matter of the blockage by a gate having been placed over what was claimed to be a right of way leading from Browns Lane over the top of the railway tunnel. Evidence had been gathered by a local resident on the use of the pathway over a period of up to 66 years. Thirteen families had come forward to sign an Evidence Form to confirm their use of the path over varying periods of years.

The council agreed to give sanction for Coun. Whitby to progress the matter with a view to seeking official recognition of the route as a right of way. The chairman said he would attempt to make contact with the person who was responsible for stopping up the pathway in an attempt to sort the problem without any official action. The chairman said he understood the land over which the route had become an accustomed one was rented by the resident concerned from the railway company who owned the land.

It was reported by Coun. Sheriston that there had been a successful result following discussions regarding to the siting of the advertising pole at the Melton Road garage. Notts County Council had claimed part of it was on its land but it had now been agreed it could remain in situ.

            Discussion took place in regard to the telephone kiosk on Melton Road and it was agreed that Coun. Sheriston talk to local garden centre owner Mr Moore to see if he would be interested in taking responsibility for it if BT decided it was to be removed. The council agreed that if Mr Moore did not wish to accept the responsibility it would consider the matter.

  8]            Financial Matters Members authorised payment of accounts as per the schedule presented.

The clerk reported there was a need to appoint new signatures for the National Savings Account and Couns. Goodman, Sheriston, Baines and Mrs Benney were appointed.

9]            Website Update There was nothing at present to report.

10]            Queens Diamond Jubilee and Royal Wedding

Coun. Mrs Benney said progress was being made on arrangements for the event to be held next June.

11]            Emergency Plan by Nottinghamshire County Council

No progress had yet been made but Coun. Sheriston said a meeting was being arranged to discuss the matter.

12]       Police Priority Setting Group 

Coun. Mrs Benney gave a report on a meeting she had attended earlier in the day at Keyworth. She said over the last six months there had been a drop in the number of burglaries in the area. The next meeting of the group would be in six months time during which time the priorities of the police would include anti-social behaviour and burglaries.

13]       Speed Watch

Coun. Goodman said there had been little activities in recent months but it was expected there would be some checks taken shortly. The question of availability of the speed monitor was discussed and the possibility of sharing use of the Tollerton group was raised.

14]       Parish Plan

The chairman reported on the benefits of a parish plan or policy in as far as future development was concerned. The clerk was to obtain copies of plans produced by parishes of a similar size to Stanton on the Wolds and Coun. Mrs Chapman would study them and report back to the next meeting.

15]            Agenda Items for Next Meeting It was agreed the parish plan and the telephone kiosk be discussed again.

16]       Public Session

The poor condition of a property on Melton Road was raised.

 

There being no further business the meeting closed at 9.10pm.
