Minutes of a meeting of STANTON ON THE WOLDS Parish Council

held on Wednesday September 13, 2006, at the Parish Church at 7.30pm

There were none.

137/06]                  Minutes from previous meeting held on July 19, 2006, were presented, approved and signed by the chairman.

138/06]                  Clerk’s report There was nothing to report.

139/06]                  Correspondence

The Agency for the Legal Deposit Libraries acknowledged receipt of five copies of the Stanton on the Wolds History Book. Nottinghamshire County Council confirmed that their planned HGV Restriction Assessment on Browns Lane had been withdrawn. The Reverend Thomas Ousley’s Charity minutes for July 24 were received.

Nottinghamshire NALC advised of a series of training opportunities for Parish Councillors and were seeking comment from members as to their suitability. There were no nominations to put forward for the Nottinghamshire Association of Local Councils Long Service Certificate.  

A letter was received from Coun. John Cottee in respect of the County Council’s position on the A606 Melton Road, with information that it was planned to impose some restriction of either 40mph or 50mph. The clerk was to write to thank the Director of the Environment and also to ask him if consideration could not be given for some restriction on Browns Lane as well.

It was agreed for a letter from Central Networks regarding possible funding for Building Better and Safer Environments in the Community lie on the table for the time being. Nottinghamshire County Council advised of a Footpath No 7, Proposed Diversion plan and Coun. Jackson was asked to check the details and advise the clerk. A request from the clerk for partial funding towards his attendance at the annual conference of Clerks at Plymouth in October was agreed. The cost would be in the region of £20.

06/01174/FUL   Mr Foot; Increase height of roof to form first floor accommodation including provision of dormer windows; 118 Melton Road.             Do not object

06/01249/FUL   L A & A D McLaren; Erection of agricultural building – general purpose and livestock; Land off Browns Lane.  Made observations as to a restriction being required on further piece-meal development on this site and the need for a long term plan for use of the facility.

06/01353/FUL   Mr and Mrs Parsons; Conservatory; The Gables, 63 Stanton Lane.           No objection.

There were none.

142/06]                  Village amenities / environment

                                i]              Road signs: The chairman reported that the sign at the Stanton end of Thurlby Lane had disappeared and the other at the Widmerpool end had been damaged. The Browns Lane sign had also been damaged and needed repair work on it. Coun. Goodman offered to attend to the ‘To the Church’ sign on Browns Lane following comments the wording was indistinct.

                                ii]             Glass recycling: Coun. Mrs Healy raised the question of unavailability of glass recycling banks in the area. Coun. Butler said it was hoped a collection service would be introduced by the Borough Council.

                                iii]            Litter bins: Coun. Butler confirmed there were no plans by the Borough Council to check through the ‘chip’ system that existed on what was being put in the rubbish collection bins, or on the weight of the rubbish being deposited in them.

                                iv]            Village Notice Boards: It was agreed that Couns. Hackett, Mrs Healy and Jackson should be provided with keys to the notice boards and would check them to ensure out of date notices were taken down. Coun. Goodman would carry out maintenance work on the notice boards.

v]             Tree Warden scheme: Coun. Jackson said he had attended training sessions for the scheme and while the people presenting the information had been obviously well versed in the subject he had not been totally impressed with the sessions. Couns. Mrs Healy had also attended the sessions. It was felt Coun. McKee may have an interest in the subject. 

143/06]                  Financial matters

The accounts schedule was  approved for payment:                

Members received a report on the up to date position on the standing of the balances and accepted them.

144/06]                  Village History Book

The chairman presented a report on the publication of the history book and said every home except one had been delivered their free copy. He appealed for help from members in selling the remaining stock and each member agreed to take five copies in an effort to find outlets for them. The sale of the books so far was 107 copies.

The success of the launch evening was remarked on and the chairman said the feedback from it had been excellent. It has created a lot of goodwill for the council.

The council endorsed a move by the book editor Mr Alan Hunt to display some of the pictures from the book on the Notts County Council village pictures web site.

It was agreed that the £100 held in council funds as a result of profit from the Summer Fair held in 2004 should be directed towards the cost of the launch event.

A unanimous vote of thanks was recorded to the chairman for his untiring efforts in regard to the publication of the book. 

145/06]                  Thomas Ousley Charity Trust

It was reported that Mr John Stockbridge had been appointed chairman of the Trustees with Couns. Mrs Healy secretary and Coun. Goodman treasurer. The annual income for the Trust was £30 from interest on the Treasury bond of £555 and there was currently around £170 in the savings account from accrued interest. Papers on the Trust which go back to the early 1900’s were held by Coun. Mrs Healy.

146/06]                  Parish Council Social Event

                                It was agreed to consider holding some type of event for councillors in March/April 2007 prior to the parish council elections in May. 

147/06]                  Next Meeting

The date of the next meeting was agreed for November 8. 

148/06]                  Public Session

There were no members of the public present but comment was made on the method of reporting items that were raised under this heading. The council was reminded that no decisions could be taken during the session in question. The clerk said he was happy to give feedback to any resident who did raise an item if it was warranted. Matters raised should be taken up by members and put on the agenda for following meetings.  

The meeting closed at 9.00pm
