241/7] APOLOGIES were received from Nottinghamshire County Council member Councillor John Cottee and Rushcliffe Borough Council member Councillor Mrs Fiona Mason.
242/7] DECLARATIONS OF INTEREST There were none.
243/7] MINUTES FROM PREVIOUS MEETING held on September 12, 2007 were accepted as presented and signed by the chairman.
244/7] CLERK’S REPORT The clerk said he had not been able to find any available funding to be provided for hedge planting on Thurlby Lane, and he thought the only possible scheme would be through the Notts County Council’s Building Better Community scheme another year. He said the Remembrance Service wreath had been obtained and had been laid at the special service by Coun. Butler.
245/7] CORRESPONDENCE A letter was received from All Saints Church in respect of the possible work of re-gilding the letters for the war memorial. They said they would require prior knowledge of what was being suggested. The clerk had obtained one suggested price and was asked to obtain another. Rushcliffe Borough Council wrote in respect of the question of formation of a Conservation Area status for Stanton. They said they were currently carrying out a review of 29 Conservation Areas in the Borough. In respect of Stanton they said while the parish church was a Grade 2 Listed Building the remainder of the village was a mixture of styles and designs. Members discussed the advantages and disadvantages of seeking such a designation for the village. Coun. Hackett said he never envisaged the village being declared a Conservation Area in its entirety. To allow for comment from visitors, the Council agreed to suspend Standing Orders. Mr Alan Hunt said the faggot oven at a local farmhouse was thought to be one of a very few still in being and was worthy of special attention. It was agreed the council seek assistance from Mr Hunt in putting together a list of properties for possible inclusion in a Conservation Area and then to submit it to Rushcliffe Borough Council for their comment. Nottinghamshire County Council wrote in respect of highway issues and said the parish council complaint concerning the condition of road name signs was being addressed and new signs were proposed in the next financial year. Nottinghamshire Police Authority wrote asking for volunteers for their Independent Custody Visiting Scheme. The clerk said he has displayed a poster. Information was received from Nottinghamshire Police in respect of the Community Speed Watch scheme. It was agreed the council would consider establishing a team of volunteers once the new speed limits on the A606 were in place. In respect of flashing speed signs the clerk said these cost in the region of £5,000 each sign and if the council agreed to meet the cost they just must meet the County Council criteria for their provision. Information on the Rushcliffe Borough Council Housing Strategy Partnership Event 2007 was placed in the circulation file. Widmerpool Parish Council wrote in respect of a suggested rights of way improvement scheme for a number of parishes. The letter was to be passed to Couns. Goodman and Sheriston. The clerk said he had placed a booklet from Defra on ways for parish councils to tackle climate change in the circulation file. Rushcliffe Borough Council wrote in respect of the need for parish councils to decide on their precepts. The matter would be discussed at the next meeting and the clerk was to produce a proposed budget sheet.

247/7] VILLAGE AMENITIES / ENVIRONMENT Discussion took place on the Tree Preservation Order in place on the Coppice on Thurlby Lane and the fact that some clearance work was being carried out. The chairman, Coun. Mrs Healy, said she was aware that Rushcliffe Borough Council enforcement officer had been to the scene. The clerk was asked to write to the Borough Council to ensure the matter was being dealt with. Comment was made on an incident when a contractor dumped a large amount of clay material from a property in the village where he was believed to be working. Coun. Baines said he had spoken to the contractor concerned. The chairman said she understood the telephone kiosk glass on Melton Road would be repaired but no indication had been given when this would take place.
248/7] PARISH NEWSLETTER It was agreed there should be a pre-Christmas issue. The web-site address was to be printed in it. Coun. Goodman said the arrangements for sorting the delivery were in hand. A map of the footpaths in the parish might be included in it.
249/7] FOOTPATHS CONDITION AND MAP Coun. Goodman reported work was still in progress on the production of the map and it was planned to have it ready for presentation to members shortly.
250/7] OUTSIDE ORGANISATIONS The chairman asked for the matter to be placed on the next agenda.
251/7] NOTTS COUNTY COUNCIL’S BUILDING BETTER COMMUNITIES It was agreed a site meeting be held on November 20 with Sue Jacques from Notts County Council.
252/7] FINANCIAL MATTERS The accounts were approved for payment as per the schedule.
253/7] NEXT MEETING The date of the next meeting was confirmed for January 9, 2008 at 7.30pm.
254/7] PUBLIC SESSION Mr Alan Hunt asked for an update of minutes of the council for the website and the clerk agreed to undertake this.
255/7] AGENDA ITEMS FOR NEXT MEETING The idea of a Parish Plan was to be included on the agenda.
In view of the confidentiality of the next item the chairman proposed that the press and public be excluded from the meeting council for discussion of the business on the grounds that it involved the likely disclosure of exempt information as defined in Section 1(2) of the Pubic Bodies (Admissions to Meetings) Act 1960 and this was agreed.
256/7] STAFF MATTERS Members discussed the current salary paid to the clerk and agreed that the new NALC/SLCC payment at Spinal Column 20 be paid, back dated to April 1, 2007. It was also agreed to make an annual payment of £35 to the clerk for use of his office facilities.
