89/06]                  Minutes from previous meeting held on January 6, 2006, were presented, approved and signed by the chairman.

90/06]                  Clerk’s report

The suggestion for the Small Environment Improvement Schemes Programme by Rushcliffe Borough Council was to improve the appearance of the open space land at the junction of Stanton Lane and Browns Lane.

Land on Thurlby Lane: Chris Brown, a solicitor from Lincolnshire, had contacted the council because he thought the land belonged to a client of his; but he had now said he understood it is owned by Mr Phil Cox, of Greenways, Bridegate Lane, Hickling, LE14 3AA. The chairman spoke of land on the left hand side of the Lane and said it was being used for dumping in part and an allotment as well. The meeting agreed that the clerk and the chairman discuss the matter further if it was felt necessary.

91/06]                  Correspondence

Mr Elwyn Bradshaw provided the council with a statement on the Rev Thomas Ousley Charity Trust financial position. The chairman reminded the meeting that the Trust had confirmed that they wished the chairman of the council of the time to be a member.

County Councillor John Cottee updated the council on the position in regard to the speed petition organised the previous year and said he was still seeking information on the matter. It was agreed that a circular letter from the Open Spaces Society on the registering of Public Paths be circulated. The chairman said he would attend a Nottinghamshire Association of Local Councils Planning Seminar at Calverton on May 25th.

Nottinghamshire County Council wrote in respect of work they had undertaken on Stanton Lane and Browns Lane and said the verges in question were due next to be cut in April. Rushcliffe Borough Council had been advised by them of the work needed to clean the roads.

92/06]                  Planning matters

Planning Applications

06/00033/OUT   Mr Brown; erect one dwelling (outline application); 143 Browns Lane.   Object on grounds that it was a most unsatisfactory application, lacking size of the proposed house, actual siting and access. There could be privacy, over-development of plot and access issues. The concerns were being shared by neighbours. The council suggested a more detailed proposal was vital..

06/00080/FUL   Mr Silgram; erect detached house following demolition of existing bungalow, new vehicular access; 178 Melton Road.  No objections.

06/00288/AGRIC   Mr & Mrs McLaren; formation of access track; part of OS Field 6445, Browns Lane.  Left for discussion via the chairman.

 Rushcliffe Borough Council Decisions

06/00033/OUT   Mr Brown; erect one dwelling (outline application); 143 Browns Lane. Refuse outline planning permission.

93/06]                  Reports from outside organisations

There were none.

94/06]                  Village amenities / environment

The chairman reported that the footpath from Browns Lane to the Golf Course had been vastly improved by the cutting back of the overgrown hedge at the side of it.

Comment was made on damage to the footpath on the eastern side along Melton Road, thought to have been caused by tractors being used to carry out hedge cutting operations. The clerk was to write to Notts County Council to advise them of the need to carry out repairs. It was agreed also to point out to them the need to repair the pavement on the opposite side of the road and the fact that hedges along there needed cutting back to allow full width of the pavement.

The clerk was to advise Rushcliffe Borough Council of litter on Browns Lane and along the Melton Road.

95/06]                  Financial matters

The accounts schedule was approved for payment:

96/06]                  Next meeting

The date of the next meeting was arranged for May 10 and which would start at 7:15pm as the Parish Meeting. Coffee would be served prior to the start of it. The parish council meeting would follow.

The chairman advised of suggested items to include in a new style annual report and they were agreed, the headings being the role of the council, membership of it, planning, community partnership, the annual overview and a financial report.

It was agreed to advertise the meeting with a door-to-door delivery of a separate flyer. The annual report would be available at the annual meeting. The date of the meeting would also be advertised in the parish magazine and Keyworth News.

97/06]                  Village History Book

The chairman reported progress was being made in respect of the proposed history book and outlined events since the last meeting, including the fact that Mrs Sandra Ford had offered to undertake the work of editing and compiling the book. The meeting was told that extensive consultation had been organised by the chairman, starting on February 2 with a letter from Mrs Ford asking for information on the position of compiler/editor. On the same date the chairman advised members of Mrs Ford's interest. On February 7 a note was sent by Councillor Hackett to all members about a discussion held with Mrs Ford and requesting an ad hoc meeting. On February 15 the chairman sent a note to members thanking them for attendance at an hoc meeting held on February 14, and requesting attendance at a meeting with Mrs Sue Clayton on February 20, attending on behalf of the Countryside Agency. On February 24 the chairman wrote to members with a copy of a report from Mrs Clayton on the possibility of a grant from the Local Heritage Initiative Scheme.

Members agreed to suspend Standing Orders to allow Mrs Ford and Mr Alan Hunt of the local history group to take part and they confirmed their willingness to assist in the production of the publication.

The chairman outlined details of a meeting with Mrs Clayton of Flintham involving the possibility of a grant from the Local Heritage Initiative Scheme but it was agreed this was not the way forward the council wished to go.

Councillor John Cottee said there would be some finance available from Notts County Council and invited the council to apply.

Standing Orders were reinstated and the council agreed that the publication they were supporting was a small booklet giving the history of the village, much of which had already been written. The chairman said he had obtained a provisional quote for printing 400 copies of a booklet of about 36 pages and this would cost £688 plus the cost of photographs.

Members agreed that Mrs Ford be appointed editor and compiler of the booklet, with the overall editorial control being in the hands of the council. She would be paid a £500 honorarium for her work. A letter would be sent to Mrs Ford dealing with the terms of her engagement.

The meeting closed at 9.05pm
