Minutes of a Meeting of STANTON ON THE WOLDS Parish Council held on July 8, 2009, at 7.30pm, at the Parish Church, Stanton on the Wolds

387/9] APOLOGIES were received from Couns. Alex McKee and Mrs Angela Benney. Coun. Mrs Fiona Mason (Rushcliffe Borough Council) also gave apologies. 

388/9] DECLARATIONS OF INTEREST There were no declarations. 

390/9] MINUTES FROM PREVIOUS MEETING HELD ON MAY 13, 2009, were accepted as circulated and signed by the chairman. 

      MINUTES FROM PREVIOUS PLANNING COMMITTEE MEETINGS HELD ON JUNE 3, 2009, AND JULY 2, 2009, were accepted as presented and referred back to the committee. 

391/9] CLERK’S REPORT FROM PREVIOUS MEETING There was nothing to report. 

392/9] CORRESPONDENCE

      Rushcliffe Borough Council provided a copy of the Rushcliffe Development Framework Core Strategy – issues and options public consultation – and it was agreed it be passed to the Planning Committee. Similarly it was agreed that the East Midlands Regional Assembly Regional Plan Partial Review be passed to the committee.

      Widmerpool Parish Council updated the council on its call for a new local bridleway network. The matter had not yet been dealt with by Notts County Council, having been discussed twice without a final decision having been reached.

 

      Rushcliffe Community Partnership’s draft consultation, communication and engagement strategy for the South Notts Area was to be circulated to members.

 

      Nottinghamshire Police asked for the appointment of a liaison officer from the council and it was agreed that Coun. Mrs Healy be appointed. The Sherwood Foresters wrote to thank the council for their donation towards the cost of the creation of a memorial they were to provide in Belgium in memory of the 11,000 members of their regiment who perished in the 1914-1918 War.

      Rushcliffe Borough Council Mayor Coun. Peter McGowan gave details of his Charity Appeal 2009/2010 in aid of the Neonatal Unit at the Nottingham QMC. 

 

      Alan and Val Hunt provided website statistics and a vote of thanks was offered to them for their continuing work. They wrote to thank the council for the presentation to them at the Annual Parish Meeting.

      Rushcliffe Borough Council wrote regarding Small Environmental Improvement Schemes Programme 2009/2010 Parish Planting and Landscaping Scheme and members asked for a planting scheme of more daffodils in the village to be put forward.

      Mr Chris Poulett responded to a letter from the council in regard to the untidy frontage to his property at 126 Melton Road. Dr Paul Roebuck wrote in regard to the overhanging hedge on the footpath at 40 Stanton Lane. The clerk was asked to write to Andrew Butler Letting Agents and ask them to remedy the situation. 

 

393/9] PLANNING MATTERS

      Planning Applications

      09/01178/FUL   Mr and Mrs Denton; Replacement house with detached garage; 40 Stanton Lane. To be discussed.  

      Rushcliffe Borough Council Decisions

      09/00644/FUL   AFD of Nottingham; Two detached dwellings and one detached dwelling incorporating a shop/retail unit (A1) and store; The Wolds Service Station, 198 Melton Road. Refuse Permission  

      Standing orders were suspended to allow a resident to make a comment on the recent decision by the Planning Inspectorate to allow the building of 1200 homes at Sharphill Wood at Edwalton. 

 

394/9] VILLAGE AMENITIES and ENVIRONMENT 

      Efforts were to be made to obtain the cricket tickets that had been offered by Rushcliffe Borough Council but not yet received. Coun. Sheriston would contact the council again.

      Comment was made on the need for weeds at Browns Lane / Stanton Lane to be cut back and the clerk was to ask the County Council’s Highways Department for action. A request was also to be made to them for work to be carried out to remove weeds that were growing through the footpath alongside Melton Road. The same department were to be told of the need to repair or replace the road sign on Browns Lane near the garage. It had been damaged in an accident.

      The entrance to a footpath on Widmerpool Lane that exists near the entrance to the Golf Club was overgrown and needed attention. 

 

395/9] FINANCIAL MATTERS Members authorised payment of accounts as per the schedule presented. 

 

396/9] SPEED WATCH GROUP  

      The chairman reported there had been six sessions organised with the use of the speed monitor and that about 30 motorists had been found to be exceeding the speed limits on Stanton Lane, Browns Lane and Melton Road. 

 

397/9] WEBSITE UPDATE There was nothing further reported. 

 

398/9] TOWN AND PARISH COUNCIL FORUM ON COMMUNITY SAFETY

      The item was to be placed on the agenda at the next meeting so that Coun. Mrs Benney could comment. 

399/9] NEIGHBOURHOOD WATCH There was no report. 

 

400/9] TASK LIST

      The chairman produced a list of responsibilities for councillors and said he wished them to study it and discuss it again at the next meeting. 

 

401/9] PERIODICALS

      It was agreed that the usual circulation envelope be split into smaller sections so that members could have items that particularly interested them. 

 

402/9] PUBLIC SESSION Nothing was raised. 

 

403/9] ITEMS FOR THE NEXT MEETING

      Items to go on the agenda for the 9th September were the task list, the subscription to Rural Community Action Nottinghamshire and the Forum on Community Safety. 

 

      There being no further business the meeting closed at 9.05pm.
