Also in attendance: The clerk Mike Elliott, Coun. John Cottee (Nottinghamshire County Council), Coun. Mrs Fiona Mason (Rushcliffe Borough Council) and one resident.
1] Apologies were received from Coun. Mrs Angela Benney. 2] Declarations of Interest there were none. 3] Minutes from previous meeting held on September 14, 2011, were accepted as circulated and signed by the chairman. 4] Clerk’s Report from Previous Meeting It was confirmed that the new supply of salt from Notts County Council had been received. 5] Correspondence Nottinghamshire Association of Local Councils forwarded the agenda for its Annual General Meeting on November 16 at Epperstone Village Hall. A letter from Nottinghamshire County Council looked at the position of developing a Nottinghamshire approach to localism. It was agreed the matter be further discussed at a future meeting. Nottinghamshire County Council had completed its consultations on street lighting energy and cost saving and had confirmed that the lights in the parish would be turned off at 12 midnight and turned on again at 5.30am the next day. Rushcliffe Borough Council had written to give a precept 2012/2013 reminder. The clerk said he would prepare a budget report for the next meeting. 6] Planning Matters Planning Applications 11/01412/ADV Display of canopy fascia signs, spreader box signs and free-standing twin-leg pole sign; The Wolds Service Station, 198 Melton Road. No objection 11/01507/FUL Two storey side extension, porch to front, wall and railings to front boundary; 138A Browns Lane. No objection 11/01598/FUL Two storey front extension, pitched roofs to existing flat roofed single and two storey rear accommodation, rebuild conservatory, single storey rear extension (revised documents); Lime House, 42 Stanton Lane. No objection 11/01617/FUL Single storey side extension; The Granary, Browns Lane. No objection 11/01625/FUL Change of use from house to Bed and Breakfast; Foxcote, Melton Road. No objection 11/01658/FUL Single storey conservatory extension to rear; 144 Melton Road. No objection Rushcliffe Borough Council Decisions 11/00864/FUL Dwelling; 143 Browns Lane. Grant Permission 11/01017/FUL Demolition of existing bungalow and replacement with dormer bungalow and double garage; 5 Stanton Mews, Browns Lane. Refuse Permission 7] Village Amenities / Environment The chairman said there had been no firm progress as yet in the matter involving the footpath on railway land off Browns Lane and said it might be another 12 months before a decision was taken. 8] Financial Matters Members authorised payment of accounts as per the schedule presented. The clerk provided forms for members to sign in relation to the passbook that National Savings had lost. 9] Website Update The chairman said there was no information available. 10] Queen’s Diamond Jubilee Coun. Sheriston reported it had been decided what would happen to celebrate the Diamond Jubilee and it was now down to the people of the parish to show their support. He said they would be asking people to show their support by purchasing tickets for the picnic party event they planned on June 3. A suggestion was made for a jubilee spoon to be presented to youngsters in the parish. It was agreed to support the idea of a bonfire on June 4 as part of the national scheme and Coun. Whitby was to investigate a possible site. The chairman said he understood Stanton on the Wolds was the highest point in the whole Borough and as such they should have a bonfire or a beacon. 11] Community Speed Watch The chairman said there had been a speed check session recently and another was planned shortly. They had used the radar unit from Tollerton where the Community Speed Watch team was losing membership and not carrying out checks very frequently. Coun. Goodman said he planned another speed watch session shortly. 12] Parish Plan Coun. Mrs Chapman presented a report on the different types of plans that were possible for the parish and spoke of the need to engage the community in them. She had researched the benefits of a parish plan, a village design statement and a Neighbourhood Plan, the latter being part of the new Localism Bill that was due to become law before the end of the year. The chairman asked for members to give the matter some thought before their next meeting and also to look at any implications that might be found as a result of the Localism Bill when it became law. 13] Agenda Items For Next Meeting No items were put forward. 14] Public Session Members agreed there should be an issue of the newsletter before Christmas and that it should feature prominently the suggested ideas for the Diamond Jubilee and the need to obtain the support of the parish for the arrangements being put forward. The chairman reported of the closure of the Thomas Ousley Trust and said the balance of £850 in the funds was to be used for the purchase of two candlesticks to be presented to the parish church. There being no further business the meeting closed at 9.10pm. |
