Minutes of a Meeting of STANTON ON THE WOLDS Parish Council held

on September 9, 2009, at 7.30pm, at the Parish Church, Stanton on the Wolds

APOLOGIES were received from Coun. Mike Sheriston and Coun. Alex McKee who would arrive late.

DECLARATIONS OF INTEREST There were none.

 

MINUTES FROM PREVIOUS MEETING HELD ON JULY 8, 2009, were accepted as circulated and signed by the chairman.

CLERK's REPORT FROM PREVIOUS MEETING There was nothing to report.

CORRESPONDENCE

Rushcliffe Borough Council advised of a free advertising availability for community events around Christmas. Coun. Mrs Healy was to advise the clerk of details of church events.

Rushcliffe Community Partnership wrote in respect of Community Partnership Awards. The council had none to put forward.

Nottinghamshire Association of Local Councils gave notice of their Annual General Meeting on November 18 at Epperstone Village Hall and the chairman, Coun. Jim Goodman, said he would attend.

Nottinghamshire Association of Local Councils advised of a training seminar on the subject of Making Sense of Finance on October 15 at Rolleston Village Hall and the council agreed to meet part cost of the attendance of the clerk.

Nottinghamshire County Council said the parish application as part of the Building Better Communities Scheme 2009/2010 for a signage and access improvements scheme to the parish church had not been successful but would remain in the system for possible inclusion next year.

Chairman Coun. Jim Goodman suggested in an email that members might wish to adopt a footpath in the parish so that they were all under supervision. It was agreed however it would be a better idea to stage a footpath walk involving all members.

Rushcliffe Borough Council wrote in respect of their The Big Picture consultation campaign. Members agreed the council would assist in publicising the events where possible.

Nottinghamshire County Council gave notice of a temporary closure of Rights of Way due to A46 widening work in the area.

Andrew Butler Lettings and Management wrote in regard to a problem of an overhanging hedge at Broadeaves,40 Stanton Lane and said they had arranged for work to be put in hand to deal with the matter.

Nottinghamshire County Council advised of the inclusion of Stanton in the county-wide bus stop improvement scheme.

Clerk Mike Elliott was to be supported in his proposed attendance at the four day Society of Local Council Clerks Conference in Daventry in October and part of his costs would be reimbursed.

09/01178/FUL  Replacement house with detached garage; Broadeaves; 40 Stanton Lane. Grant Permission

The chairman reported on an application he was aware of but which had not yet been received in regard to the petrol station/shop on Melton Road. He said he was aware Texaco were to apply to have their petrol sign repositioned and that this would mean an existing public seat would have to be moved. It was agreed by members the seat could be moved into the vicinity of the notice board.

Coun. McKee arrived at this point.

VILLAGE AMENITIES and ENVIRONMENT

The meeting was told BT were willing to make the telephone kiosk on Willow Brook available for but members did not feel there was any justification for saving the kiosk. Comment was made on the fact the cover on the NTL box near to Laurel Farm was off its frame.

FINANCIAL MATTERS

Members authorised payment of accounts as per the schedule presented.

The clerk reported receipts of letters from Clement Keys in regard to the Annual Return for 2008/2009 and these were discussed. The clerk was thanked for having secured an unqualified audit.

SPEED WATCH GROUP

The chairman reported speed checks were still being taken, on Melton Road and Browns Lane.

WEBSITE UPDATE

There was no update available. It was confirmed that minutes of meetings of the council were being placed on it.

TOWN AND PARISH COUNCIL FORUM ON COMMUNITY SAFETY 

A report was given by Coun. Mrs Benney on her attendance at the forum held earlier in the year. She said there had been a plea for more people to volunteer to work as police special constables. It was agreed that an item on this appeal be placed in the next newsletter but Coun. Mrs Benney said it had been pointed out that it would not necessarily mean anyone from Stanton who might volunteer would be on duty in the village.

NEIGHBOURHOOD WATCH

The chairman said that while the council were happy to support Neighbourhood Watch there was no direct link between them and the council. He said he understood the next meeting of the organisation would be on October 5.

TASK LIST

The chairman handed out lists of tasks he was asking members to take on responsibility for as they arose.

PUBLIC SESSION

The chairman said he had a copy of the East Midlands Regional Plan and intended to put it in the circulation file.

It was agreed the council should give support to the Unlock Democracy campaign and the clerk was to write to state the council support.

AGENDA ITEMS FOR NEXT MEETING

No items for discussion at the next parish council meeting on November 11 were put forward.

Coun. Mrs Benney gave her apologies in advance.
