Minutes of a Meeting of STANTON ON THE WOLDS Parish Council held on January 13, 2010, at 7.30pm, at the Parish Church, Stanton on the Wolds Couns: Jim Goodman (chairman) Mike Sheriston (vice chairman) Roy H Butler Bryan Baines Alex McKee Mrs Angela Benney Mrs Margaret Healy Also in attendance: The clerk Mike Elliott 435/10 APOLOGIES were received from Coun. Mike Sheriston and Coun. Mrs Fiona Mason (Rushcliffe Borough Council). 436/10 DECLARATIONS OF INTEREST There were none. 437/10 MINUTES FROM PREVIOUS MEETING HELD ON NOVEMBER 11, 2009, were accepted as circulated and signed by the chairman. It was agreed that minutes of meetings of the council be placed on the website as soon as they had been produced. 438/10 CLERK’S REPORT FROM PREVIOUS MEETING The clerk said the bulb planting arrangement for the grant of £75 from Rushcliffe Borough Council needed dealing with and there was an item on the subject in correspondence. 439/10 CORRESPONDENCE Rushcliffe Borough Council advised that the Council Tax Base for Stanton on the Wolds for 2010/2011 was 202. Rushcliffe Borough Council circulated a letter dealing with war memorials and their maintenance, repair and protection and the penalties for vandalism. Rural Community Action Nottinghamshire and Rushcliffe Borough Council informed of a Parish Council Forum event on community facilities on February 9 at Cropwell Butler Village Hall. Rushcliffe Borough Council said the street nameplate for Brown’s Lane had now been replaced following the parish council’s request for it. The chairman said he had carried out some of the bulb planting in the project sponsored by the Rushcliffe Borough Council’s Parish Planting and Landscape Scheme 2009/2010. It was agreed to purchase some shrubs with the spare amount of cash available. 440/10 PLANNING MATTERS INCLUDING MINUTES OF MEETING DECEMBER 2, 2009 Planning Applications 09/02031/FUL; McArtney’s Catering; Extend existing oak framed barn and change of use of farm catering production facility; Foxcote, Melton Road. No objection and the council had supported the introduction of an opportunity for rural employment. 09/02259/FUL; Mr D Cheney; Single storey rear extension; 102 Melton Road. No objection Rushcliffe Borough Council Decisions 09/01671/TPO; Ms K Platts; Felling of 20 trees (including 8 dead), coppicing of 2 others; Lodge on the Wolds, Fosse Way. Grant Consent 09/02031/FUL; McArtney’s Catering; Extend existing oak framed barn and change of use of farm catering production facility; Foxcote, Melton Road. Grant Permission Minutes of the Planning Committee meeting held on December 2, 2009,were accepted as circulated and signed by the chairman. 441/10 VILLAGE AMENITIES AND ENVIRONMENT Coun. Butler said he felt Notts County Council and Rushcliffe Borough Council had both done a reasonable job during the ongoing situation caused by snow and severe frosts, and the main roads had been kept reasonably clear. The chairman said he had been asked by a resident to raise a suggestion of having traffic lights at the Browns Lane/Melton Road junction. Members did not feel an application would be likely to gain support from the County Council’s Highways Department. 442/10 FINANCIAL MATTERS Members authorised payment of accounts as per the schedule presented. Budget/Precept: Members discussed a report prepared by the clerk in connection with the budget and council tax requirements for 2010/2011 and agreed to seek a figure similar to the current year £4,632. The clerk said the figures that had been presented were estimates and could be changed as required. It was suggested that the amount suggested for grants was too high and it was felt the annual donation to the Royal British Legion should be increased by £20 to £50. Bank signatories: It was agreed the signatories for the bank account should be Couns. Butler, Goodman and Baines, with any two to sign. 443/10 SPEED WATCH GROUP The chairman said speed check sessions were continuing to be held on a regular basis although currently because of the poor weather they had been halted. 444/10 WEBSITE UPDATE The chairman said the website continued to be successful and was receiving 12,000 hits a month. 445/10 NOTTINGHAMSHIRE COUNTY COUNCIL PARISH COUNCIL EVENT DECEMBER 10, 2009 Coun. Goodman reported on the meeting held at County Hall and said it had, he felt, been a success, with useful information being made known to those attending. 446/10 PUBLIC SESSION It was agreed efforts should be made to ensure another issue of the parish council newsletter be produced as soon as possible. 447/10 AGENDA ITEMS FOR NEXT MEETING The question of a village celebration for the Queen’s Diamond Jubilee in 2012 was raised. There being no further business the meeting closed at 8.20pm. |
