Minutes of a Meeting of Stanton on the Wolds Parish Council held on  September 14, at 7.30pm, at the Parish Church, Stanton on the Wolds

1]   Apologies were received from Coun. Richard Whitby, Mike Sheriston, Alex McKee and Mrs Charlotte Chapman.

2]    Declarations Of Interest There were none.

3]    Minutes from previous meeting held on July 13, 2011, were accepted as circulated and signed by the chairman.   

4]    Clerk’s Report from Previous Meeting

Rushcliffe Borough Council was to carry out a survey of the use of waste and doggy bins and any not being used sufficiently would be removed. The bins could now be used for either normal waste or dog waste.            

5]   Correspondence

Clement Keys, for the Audit Commission, wrote in respect of the 2010/2011 accounts and gave an unqualified audit, confirming it had no points to raise and was satisfied with the council’s accounting system. Nottinghamshire County Council wrote in regard its winter service in which it was making offers of assistance to parish councils through the supply of five free 25kg bags of salt. It was agreed to accept the five bags and for these to be delivered to the home of Coun. Whitby.

Nottinghamshire County Council acknowledged the application for a Modification Order for the Browns Lane to Stanton on the Wolds footpath no. 6 and said it would be looking at the matter over the next 12 months.

Nottinghamshire Association of Local Councils gave notice of its Annual General Meeting on November 16 at Epperstone Village Hall. Couns. Goodman and Mrs Angela Benney would attend.

Rushcliffe Borough Council wrote in respect of a review of services it offered and sought comment from the council in regard to its attitude to consideration of taking over any of the  existing service such as bin collection, grass cutting etc. The council felt it was not large enough to take on such activities.

Rushcliffe Borough Council wrote in regard to its Polling Districts and Polling Places Review and the council felt it did not wish to see any changes.

Nottinghamshire County Council wrote in respect of its street lighting energy saving proposal. Members agreed to wait for the actual proposals by the County Council before taking the mater any further.

11/00690/FUL   Conversion and extension of outbuildings to form 4 dwellings and a commercial unit, single storey side extension and detached double garage to Highthorne Lodge; Highthorne Lodge, Melton Road. Grant Permission

7]            Village Amenities / Environment

It was agreed that the seat damaged during the sign development at the Melton Road garage should now be reinstated. The chairman said he and the vice chairman would discuss the matter with the garage owner.

8]    Financial Matters Members authorised payment of accounts as per the schedule presented.

9]    Website Update

The chairman presented a written report provided by Mr Alan Hunt in which he said the average number of pages being downloaded each month was 3700 and the busiest week so far this year had been in May when 1285 pages had been downloaded.  Most of the users were understandably from the UK. The most frequent foreign visitors to the web site were from Russia, Holland, Canada and Australia. 

Mr Hunt also said they had made good contact with a family in Vancouver, Canada who had sent him photograph of their ancestors including an Elizabeth Boot of Stanton and who had married Thomas Morley of Hickling in the year 1850. They had emigrated to Canada in the 1880’s.

10]    Queens Diamond Jubilee and Royal Wedding

Coun. Mrs Benney said they were in touch with the parish church in regard to events being suggested for the celebrations next June.

11]     Community Speed Watch

Coun. Goodman said he had attended a police meeting at which Insp Phil Hallam had said that police resources could no longer assist the scheme and they were making a call for volunteers to undertake the management side of the work as well as the speed check exercise. The chairman also reported that they had been loaned the speed check unit from Tollerton and it was planned to hold a speed checking day shortly.

12]    Red Telephone Kiosk

The chairman said there was nothing further to report. He was unaware if Moores Nursery was interested in being involved in the future of the kiosk.

 13]    Parish Plan

The chairman reported he was aware that Coun. Mrs Chapman had looked at plans for other parishes and would no doubt be reporting further on that at the next meeting. The clerk outlined some details of the proposals in the Localism Bill currently going through Parliament that included suggestion for a Neighbourhood Plan, that having more of a statutory aspect to it than a parish plan.

14]   Agenda Items For Next Meeting Nothing was put forward.

15]   Public Session No items were raised.

There being no further business the meeting closed at 8.31pm.
