Minutes of a Meeting of STANTON ON THE WOLDS Parish Council

held on Wednesday January 9, 2008 at 7.30pm at the Parish Church

257/8]            APOLOGIES were received from Couns. Dennis Hackett and Alex McKee and Nottinghamshire County Council member Coun. John Cottee.

258/8]            DECLARATIONS OF INTEREST Coun. Mike Sheriston declared a prejudicial interest in Planning Application 07/02480/FUL.

259/8]            MINUTES FROM PREVIOUS MEETING held on November 14, 2007 were accepted as presented and signed by the chairman. 

260/8]            CLERK’S REPORT

The clerk was reminded of the need to issue copies of the minutes of meetings within seven to ten days of the meeting being held.

261/8]            CORRESPONDENCE

A note was received from Co-op Funeralcare at Keyworth in regard to the War Memorial in the churchyard. They informed the council that the existing memorial had never been gilded but lettering was purely cut out of the stone and currently there was nothing required to be carried out on it.   

Rushcliffe Borough Council advised of a forum being established for the continuance of their Parish Council Liaison project. Coun. Mrs Healy said she would attend the first of the meetings planned for sometime in March or April 2008.

Rushcliffe Borough Council wrote in respect of the need for them to have emergency plans in place in case of any disaster and were seeking details of burial facilities. The clerk was to advise them the parish council did not have a burial ground but to pass on the name of the churchwarden Mr Bill Dargue.

Black and Veatch acknowledged the information sent by the clerk regarding other sources of flooding in the parish and said a report on the whole of the Borough would be published early in 2008.

Planning Applications

07/01949/FUL   Mrs V Moffat; Proposed conversion of barn to dwelling, erect detached double garage (revised documents); Laurel Farm, Browns Lane.  No Objections

07/02064/FUL   Mr Simon Varley; Alterations to dwelling, including insertion of new windows, erect double garage; 3 Charleswold Court, Thurlby Lane. Object in regard to the proposed garage which was felt would be visible from the incoming road and would stick out like a sore thumb and would destroy the clean line and portray a disorganised development.

07/02294/FUL   Mr J A Middleton; Change of use from highways depot to office and storage of motor vehicles (amended plans); Former Nottinghamshire County Council Building, Browns Lane.  No Objections

07/02342/FUL   Mr and Mrs Land; Single storey front extension; Rosecroft, 33a Stanton Lane. No Objection

07/02480/FUL   R J Duffell; Widen existing vehicular access; 144 Melton Road. The Council object strongly to this proposal. The proposed width of the vision splay at 13.5m was wider than some industrial sites and was totally unnecessary. Half the proposed widening was in front of the adjacent property, if allowed it surely should only be in front of the applicants’ property. It was considered to be a dangerous move to allow such an access point on to the major A606 busy and dangerous road. It would unjustifiably impose on the neighbouring property entrance.

(Coun. Sheriston declared a prejudicial interest in relation to the above application and after making a statement took no further part in the discussion and left the meeting).

263/8]            VILLAGE AMENITIES / ENVIRONMENT

The meeting was told there had been further vandalism damage to the telephone kiosk on the Stanton on the Wolds side of Willowbrook. The chairman, Coun. Mrs Healy, said the actual number of the kiosk was required before she could report it to BT.

It was agreed there should be another issue of the council newsletter after the next council meeting.

The question of consideration being given to the possibility of a Conservation Area being declared for part of the parish was discussed. Local resident Mr Alan Hunt had provided further information as to which areas and properties might be considered for such treatment and suggested that views be sought from Rushcliffe Borough Council and English Heritage. The clerk was asked to make arrangements for a meeting for the chairman with Mr Hunt and the Rushcliffe Borough Council Conservation Officer Mr David Shaw.

Coun. Butler raised the question of a serious road accident on the A606 road and said this further endorsed the need for a speed limit along a longer length than being proposed. He showed members photographs of the incident.

264/8]            PARISH MEETING DATE AND ARRANGEMENTS

The meeting would be held on May 14, 2008. It was agreed that wine and nibbles be served in church prior to the meeting. The chairman said she did not intend to follow the pattern of circulating an Annual Report prior to the meeting but would present it at the actual meeting and then have it included in the newsletter following the meeting.

265/8]            FOOTPATHS CONDITION AND MAP

Coun. Goodman reported good progress had been made on the maps and these had now been completed. He said he was to hold a meeting with Dr Thurrell at Widmerpool as soon as the adjacent parish clerk had come back with more complete details of what was proposed in that parish.   

Coun. Goodman was to contact Mr Stuart Bridge, managing director of Wheyfeed, in respect of his request to divert a path running through their site. The council were informed of the fact that the company had been responsible for the planting of hundreds of trees on their land.

266/8]            OUTSIDE ORGANISATIONS

Coun. Mrs Healy reported she had recently joined a group established at Keyworth Health Centre and had attended her first meeting of it.

The question of news from the Leisure Centre at Keyworth was discussed and Coun. Mike Sheriston said he would attempt to obtain feedback from them. Coun. Mrs Mason told the council there was no fear for the future of the Centre with the Borough Council being committed to its well-being.

267/8]            NOTTS COUNTY COUNCIL’S BUILDING BETTER COMMUNITIES

The chairman reported on a meeting she had held with Sue Jacques from Notts County Council and said some of the proposed work for the refurbishment of the site on the area at the junction of Browns Lane and Stanton Lane had been completed.  The owners of the adjacent land to the site have still not been traced despite door to door visits made by the chairman to seek information.

268/8]            PARISH PLAN The council agreed it should not proceed with preparation of such a plan.

269/8]            FINANCIAL MATTERS

The accounts were approved for payment as per the schedule.

Budget and Precept for 2008/2009

Members discussed a revised budget report prepared by the clerk. On a 4-1 vote it was agreed to seek a 2 percent increase on the current figure of £4,542, and ask for a precept from Rushcliffe Borough Council of £4,632.

The date of the next meeting was confirmed for March 12, 2008 at 7.45pm. The chairman gave apologies in advance.

Coun. Hackett arrived at 8.50pm.
