Minutes of the Annual Meeting of STANTON ON THE WOLDS Parish Council held on Wednesday May 9, 2007 at 7.45pm at the Parish Church Councillors Mrs Margaret Healy (Chairman) Jim Goodman (Vice Chair) Dennis Hackett Roy H Butler Bryan Baines Mike Sheriston Alex McKee

192/7] ELECTION OF CHAIRMAN AND SIGNING OF DECLARATION OF ACCEPTANCE Coun. Mrs Margaret Healy was elected chairman and signed the formal Declaration of Office form. The new chairman gave a welcome to new member Coun. Mike Sheriston.

194/7] DECLARATIONS OF INTEREST There were none.
195/7] ELECTION OF VICE CHAIRMAN Coun. Jim Goodman was elected vice chairman.
196/7] MINUTES FROM PREVIOUS MEETING held on March 14, 2007 were approved and signed by the chairman.
197/7] CLERK’S REPORT There was nothing to report.
198/7] WEB SITE Coun. Hackett updated the council in respect of the web site and said the site was now operating. He said thanks were due to Mr and Mrs Alan Hunt for the input into the work necessary for the site to come into use. It was agreed that Coun. Hackett continue to provide the liaison between the council and Mr and Mrs Hunt in regard to the continuing development of the site. A letter was read by the clerk from Mrs Sandra Ford in which she queried the right to use a 1763 map of the village on the site, claiming it was in her ownership and she had not given permission for it to appear on the site. The initial letter from Mrs Ford was read to the meeting as was the clerk’s reply. It was agreed that before the matter be progressed further, the clerk should obtain a comment from the legal department of NALC after the past chairman presented a letter he suggested should be sent to Mrs Ford.
199/7] CORRESPONDENCE The letter from Mrs Sandra Ford in regard to the 1763 Map of Stanton on the Wolds was not commented on further. Rushcliffe Borough Council and The Standards Board for England wrote in respect of the new Code of Conduct for The Local Authorities (Model Code of Conduct) Order 2007 and members agreed to adopt it, and to include section 12.2. They accepted it would need a revision of Standing Orders to allow members of the public to take part in meetings when a member declared a prejudicial interest in an item and took advantage of the new ruling to give a statement on the item in question and to answer questions from fellow members of the council. It was not felt appropriate to enter the Notts Branch Campaign to Protect Rural England Best Kept Village Competition for 2007. Nottinghamshire Rural Community Council gave notice of its Annual General Meeting, to take place on October 31, 2007. The council did not wish to put forward any names for the appointment of officers. Rushcliffe Borough Council had responded to the parish council request for road sweeping and the necessary work had been carried out. Nottinghamshire County Council wrote in relation to the proposed traffic regulation order, for a 40mph speed limit on A606 Melton Road, and said it was progressed as suggested by themselves. The Rev Jim Wellington, Rector of the United Benefice of Keyworth, Stanton on the Wolds, and Bunny with Bradmore, acknowledged the receipt of a welcome letter sent by the clerk. Nottinghamshire County Council gave notice of their annual Civic Service for July 15, 2007 at Southwell Minster. Rushcliffe Borough Council explained the Council Tax figure for the parish, saying it was based on the number of Band D properties. Audit Commission wrote to confirm the appointment of Hacker Young as External Auditor for 2006/2007. A letter from Hacker Young in respect of the 2006/2007 audit laying out arrangement and requests for the council to adhere to was to be circulated to each member. A letter was received from Keyworth Parish Council seeking support for a campaign to ensure the continuance of the Leisure Centre in the village and it was agreed the clerk to give this support.
200/7] PLANNING MATTERS Planning Applications 07/00423/FUL Mr Boyce; Erect two blocks of four stables; Land South West of Thurlby Lane, Stanton on the Wolds. The application has been withdrawn.
Rushcliffe Borough Council Decisions There were none.
201/7] VILLAGE AMENITIES / ENVIRONMENT Coun. McKee agreed to take over responsibility for reporting on trees following the retirement from the council of Alan Jackson. Couns. Jim Goodman and Mike Sheriston agreed to take on the responsibility for footpaths. Couns. Hackett, Baines and Mrs Healy would be responsible for keeping the material on the village notice boards topical. Mr Jackson has intimated he would be willing to continue to organise the delivery of the council newsletter for Melton Road as before. The request by the council for the replacement of the Thurlby Lane sign had been acted upon and the sign was in place.
202/7] FINANCIAL MATTERS The accounts were approved for payment as per the schedule.
Coun. Hackett queried the amount of history books that had been recorded as sold and the clerk was asked to verify the figure.
203/7] NEXT MEETING The next meeting was confirmed for July 11 with following ones on September 5, and November 7. The chairman invited members to come forward with ideas for future work and activities.
204/7] PUBLIC SESSION There were no matters raised.
